When trees fall and lives are lost

Three examples from Victoria Australia ( first week August 2019).
While all sites have been visited, some comments should be regarded as preliminary, as limited  soil profile information was  collected  .

This study is mainly to support a thorough Commonwealth review of biodiversity , environmental and people protection legislation.   

The specific component issue issue here is the Victorian  Governments abject  failure to prevent  unsustainable and dangerous situations with trees in particular. Some ways to improve biodiversity understanding ,protection ,vegetation managemnet and the credibility of government in effective actions are listed at this link site  .
The wider issue is that our governments and the public have been infected with the mindset of new narrow minded religious types who refuse to deal with Natures big picture and deal in practical  realistic and scientific ways with our interactions.

The remaining high risk trees that are to this day growing on this site remain because YarraValley Water ( who manage the land)  and Vic roads are too scared to  cut down trees-they don't  know how dangerous they are ( even though I have told them) and like the government they don't want to know  . 
 Because the Andrews government would prefer to remain in blissful worship of old growth mature dead and dying trees they don't , even to this day,  have a plan to identify all the dangerous trees around or to set a proper ecological assessment group( involving say soil scientists) . They like to also prefer to hide  behind high winds , wet conditions.some special possum or trumped up parrot  they maintain the  blinkered ,confused and frightful picture they now share with the public over risk issues . They prefer to limit themselves to a list of named problems , fauna  flora and risks

The failure of public authorities to replace these over mature and deadly dying trees highlights the blinkered and ignorant view they take to vegetation management . This approach is  not management-- its no management or anti management : head in the sand but not the soil .
Some would say they  do " do things" but,  ...do they do the sustainable things -or throw good money after bad? 
Instead of replacing trees these religious nutters are into their own eternal life constructs - "we will keep the thing alive ". By trimming trees they think ( ?) they can work miracles and do the impossible,. Instead of ecologists,  these high  priests employ surgeons and problem namers. Hacker surgeons at that .    

The result is predictable , the body of these trees is riddled with fungi . The 
continual pruning not only weakens stems  up top , it kills and weakens roots down below . The root structure is weakened by all the imposed rotteness, but they would n't know because they never look below . Government policy and process must change drastically   Shallow views of the earths challenges lead to wasted investment in both planning and remediation 



The focus of this site analysis of recent dangerous tree falls is to highlight Victorian governments blatant and predictable failure to act in, plan for and study ecosystems and soil systems in depth  . Their superficial approach is highlighted in the fact that even this week all they can think about is the names of the objects that grow on top of the soil, They will try to make more impact on environmental planning by fiddling around with Flora &Fauna and Water catchment acts  without knowing how to achieve anything . Their attempts to deal with  waste by stopping people using plastic show how reactionary and hypocritical they are , Instead of providing a technical solution ( (way beyond their vision and capabilities ) they,  like the NIMBYS they name , keep placing  the problem out of their hands.( councils overseas ) .
Most of the substance of ecology is clearly hidden from them .  Their superficial misdirected and reactive efforts for decades mean they have failed to be effective;  they prosecute a very low credibility vegetation management system which now really costs taxpayers the earth,  but does little for it ( as most Council ratepayers know on trees issues )
The present vegetation  management system in Victoria is not remotely cost effective and does not support sustainable ecological management . This is at least in part because it does not deal with threats and the questions of threatened processes ( soil water air )  biodiversity protection and the practical choices for real world management; we can't just lock it all up and we don't do that .    

The current  shallow "do nothing"system does anything but prevent damage or help  regenerate ecosystems. This note focuses on only one of several environmental planning failure issues that would be avoided if more scientists with soil air and biochemistry experience were involved ( as they once were )
Complex areas of risk management need to be dealt with by a wider range of practical scientists. .

What must change?  ( and the department hierarchies and processes s associated with it ) NVR must be removed and replaced by a bigger and better biodiversity protection commitment . This old blinkered narrow focused  old retention legislation ( knee jerk reaction to clearing in early 1980's within the Planning act) just  wastes public money and misdirects efforts of Councils and consultants who need better framing for their work in vegetation management --to make sure its resilience focused ecological management actually works on the ground to protect and improve living ( not dying ) biodiversity systems .
Does all the current planning effort produce any protective benefits?... where ? The governments reactive,  blinkered (no soil, landscape or land management  study) and  superficial approach to ecology must be addressed by radical changes of focus at both a state regional ( catchment boards ) and local government level   Some of the recommendations made to improve and expedite better vegetation management planning , in particular,  are listed at this link  , 


So you think there is no need for change ?Examine your rates ,water and power and waste disposal bills and see how much taxpayer money is spent by them and Councils in unproductive and totally ineffective efforts to improve the environment . The greatest evil ( waste of taxes in well paid nonsense process ) is done in the name of the best intention ( the environment ) .
The Victorian government ( and many others ) have made a complete mess of sound ecological protection and management  ( including for example  water conservation and waste management)

Two people had to be cut out of a car TODAY after and old tree fell without warning on them .It appears that it was normal for people to park where they did as the Belgrave steam train crosses a bridge near there.
Clearly the tree concerned was OVERMATURE ( a word that, like unhealthy, must start appearing in the evaluation news ) and should have been cut down years ago. A tree expert wasn't needed to identify that the tree was full in centre of ants and rot. what rot talk in Council or [public authority means that the right decision a wasn't made years ago . Clearly if the government come to their senses there will be lots of tree removal on or near road reserves . Take courage all - this is only right and must be done .

We planners have a word for that ( apart from hypocrisy ) NIMBYS - Not In My Back Yard
